The biblical condemnation of homosexuality (sex between men or between women) applied only to people in the ancient biblical cultures. Why? Because the main reason for condemning was cultural, not universal. People of biblical times and countries thought that a sexually penetrated man was acting like a woman (who is penetrated) instead of like a man (who penetrates) and this was wrong and very shameful. They similarly thought that it was wrong for a woman to sexually penetrate another woman, e.g. with a dildo.
